Founded in 1985, The Massachusetts Environmental Police (MEP) operates under the Executive Office of Energy and Environmental Affairs (EEA) to protect the Commonwealth’s natural resources through enforcement, education, and outreach. The agency includes coastal, inland, and special operations divisions throughout the state. MEP occupies 26 owned or leased facilities of varying condition, many shared with other agencies. To support MEP’s goal of planning for a future centralized headquarters, West Work conducted a statewide feasibility study to assess the agency’s existing facilities, operational needs, and space utilization.

In a series of 21 field visits to key sites, the consultant team analyzed primary space typologies for a thorough understanding of the standardized spaces found in MEP’s portfolio. The typologies include registration offices, field offices, and storage facilities.

After determining program groupings, we were able to identify three case study scenarios that provide MEP with efficient programmatic space to run effectively. Two proposals, one outlined below, were designed on the existing headquarter site in Westborough and offer respective narratives to the improvements they would provide MEP as a whole.
